The second and third points are quite valid but there are differences of facts on point 1. First, was it lack of pressure at the point or actual water? These are city hydrants so the pressure is low to begin so the trucks provide additional pressure. The distribution of water is also critical to maintaining pressure so it could be that water just couldn't get to multiple fire points simultaneously. Remember that the primary fire fighting technique for forests are retardant drops from aircraft - unfortunately they were grounded due to high winds so now your left with what amounts to a garden hose putting out a 5 alarm fire - that will never work. They really needed the big bucket brigade but they couldn't fly

Concur. In an environment built for multiple large fires and topography to pump water uphill, the city and state shrugged and left their citizens vulnerable.
