Legislators in California, New York, and other heavily populated states, with an insufficient energy grid, have already started talks, behind closed doors, to require electric car makers to include programming which allows the state to deactivate the ability to charge EVs, through the smart grid system, whenever the grid is being overloaded. This can also be used to disable the ability of individual VIN numbers.

All EVs and existing, not ready for prime time, automated cars are connected to the internet by Wi-Fi. It's not at all a stretch to even think this technology will not be used as a form of control.
